The Universal Postal Union (UPU) issued a statement on Monday in response to President Trump’s memorandum regarding terminal dues, which is the system Postal Services around the world use for reimbursement of international mail delivery.
“The UPU takes note of the memorandum and the issues it raises. Matters relating to the reimbursement model for international mail, its portfolio of services and customs and security rules are the subject of discussion and agreement by the UPU’s 192 member countries. Decisions on these matters are given effect to by international treaties (such as the Universal Postal Convention) and other binding instruments, which collectively embody the rules applicable throughout the international postal network.
“These issues, among many others, are already the subject of ongoing programmes, and will be discussed by member countries at the Second Extraordinary Congress of the organization, which is scheduled to be held in Addis Ababa, Ethiopia, from 3-7 September 2018.
“The UPU secretariat will make available the results of those discussions once they have taken place. Meanwhile, the UPU will continue to study the memorandum, but will make no further comment to journalists ahead of the deliberations of its member countries.
“The UPU is an intergovernmental organization and United Nations specialized agency with its headquarters in the Swiss capital Berne. Established in 1874, the UPU is one of the world’s oldest international organizations and is the primary forum for cooperation between postal sector players and helps to provide a truly universal network of up-to-date products and services that actively benefit this sector.”

The organization made it clear through social media posts linking to the UPU statement that remuneration will be discussed at the second Extraordinary Congress of the Universal Postal Union that starts Monday in Addis Ababa, Ethiopia and runs through September 7th.
Today, the Director General of UPU Bishar A. Hussein said, “The goal of this Extraordinary Congress, only the second in UPU’s 144-year history, is to ensure that UPU is fit for the purpose of spurring sustained development across the international postal network.”
He also stressed the Congress would unite the postal sector and was a starting point for ensuring close cooperation among postal operators, regulators, governments, civil society and other key stakeholders in a sector that employs globally over 5 million people.
The alliance is necessary to tackle the industry’s challenges, as well as seize new opportunities in the areas of digitalization, technology and e-commerce, according to Mr. Hussein.
As we previously noted, President Trump directed his Secretary of State to submit a report by November 1st containing recommendations for future action if sufficient progress on reforms was not being achieved – including the possibility of adopting self‑declared rates.
