Ebay might be pulling data from a different source other than usps.com as they sometimes do differ slightly. Example if you open a case with usps for lost it will show in ebay tracking but not usps site. SSK scans too. Only accept/delivery matters.

Try tracking you so called phantom scans from ebay. Go to purchase history and click on tracking. Its there you just have to look for it.
